صنعت نفت عراق که طی دهه های اخیر با جنگ تحریم و اشغال روبرو بوده است اکنون برای توسعه زیر ساختهای خود به سرمایه گذاری های خارجی نیاز دارد . برگزاری این مناقصه تا کنون بارها به تاخیر افتاده است که علت اصلی آن اعتراض شرکتهای خارجی به مفاد قرارداد های ارائه شده از سوی وزارت نفت عراق بوده است .

بر این اساس ، این مناقصه قرار است روزهای چهار شنبه و پنج شنبه هفته جاری برگزار شود . این گزارش افزود ، عبدالمهدی العمیدی معاون وزیر نفت عراق تاکید کرد ، بغداد در برخی از مفاد این قرار دادها تجدید نظر کرده است تا منافع شرکتهای خارجی نیز لحاظ شود . میدان های نفتی عراق که قرار است در این مناقصه واگذار شوند در مرکز و غرب این کشور قرار دارند .

بر این اساس یک مقام آگاه غربی در این باره گفت تهدیدات و نگرانیهای امنیتی در مناطق مرکزی و غربی عراق موجب خواهد شد تا شرکتهای خارجی کمتری حاضر به شرکت در این مناقصه شوند و این مساله جای تعجب ندارد .

قانون جدید صنعت نفت عراق به علت اختلافات وسیع و گسترده دولت مرکزی با دولت کردستان هنوز به تصویب نرسیده است و صنعت نفت عراق هم اکنون بر اساس قانونی که در سال 1972 میلادی تصویب شده اداره و مدیریت می شود .

دولت عراق 47 شرکت انرژی خارجی از جمله بریتیش پترولیوم و گاز پروم روسیه را برای این مناقصه برگزیده است . عراق هم اکنون 143 میلیارد بشکه ذخایر نفتی در اختیار دارد .

پیش بینی می شود با بهره برداری از میادین جدید میزان ذخایر نفتی عراق 10 میلیارد بشکه و میزان ذخایر گازی نیز بیش از 29 تریلیون فوت مکعب افزایش یابد . عراق هم اکنون 112 تریلیون فوت مکعب ذخایر گازی در اختیار دارد که دهمین کشور بزرگ جهان از این لحاظ به شمار می رود .
