'ابوالفضل كوده ای' شامگاه چهارشنبه در اجلاس ICBC در گرگان اظهار داشت: در حال حاضر به لحاظ حقوقی، قانونی، ساختاری، وجود سازمان های متولی و در كنار آن وجود مزیت های نسبی و رقابتی اقتصادی و ایجاد اهداف كمی و كیفی در برنامه های بلندمدت و كوتاه مدت دولت، آمادگی كامل برای جذب سرمایه گذاران خارجی وجود دارد.

وی ادامه داد: وقتی از سرمایه گذاری و فعالیت اقتصادی صحبت می شود دو مقوله بسیار بااهمیت سودآوری و منفعت از طرح و امنیت سرمایه گذاری خارجی مطرح می شود.

كوده ای افزود: درباره سودآوری طرح ها، فرآیندها به مطالعه طرح ها و فرصت ها بر می گردد كه قاعدتا این فرصت ها در استان گلستان فراهم است و طرفین می توانند با مطالعات امكان سنجی برای سرمایه گذاری مشاركتی به نتیجه برسند.

وی گفت: در همه كشورها برای این كه امكانات و فضای سرمایه گذاری را فراهم كنند، هم قانون تدوین شده و هم نهادهای اجرایی برای آن قوانینی دارند.

كوده ای با بیان این كه در ایران بیش از 50 سال است كه قانون جلب و حمایت از سرمایه گذاری خارجی وجود دارد كه توسط مجلس تصویب شده است، اضافه كرد: به استناد این قانون تضمین می كنیم كه سرمایه گذاران، اصل سرمایه، منافع و سود حاصل از منافع را هر موقع كه درخواست كنند می توانند از كشور خارج كنند.

رئیس مركز خدمات سرمایه گذاری خاvجی ایران ادامه داد: تأمین و انتقال ارز از طریق بانك مركزی و بانك های عامل، عدم تبعیض میان سرمایه گذاران داخلی و خارجی، عدم محدودیت در میزان درصد سرمایه گذاری خارجی در كشور و ثبت شركت توسط اشخاص حقیقی و حقوقی و متعلق بودن صد درصد سهام آن به خودشان از دیگر مزیت های این قانون است كه سرمایه گذاران خارجی می توانند به استناد این قوانین در ایران سرمایه گذاری كنند.

وی ادامه داد: ایران مانند بسیاری دیگر از كشورها ابزارهایی برای تسریع و تسهیل سرمایه گذاری فراهم كرده كه قراردادهای دو جانبه تشویق سرمایه گذاری BIT و قراردادهای اجتناب از اخذ مالكیت مانند DTT و در كنار آن مشوق های مالی برای جذب سرمایه گذار به عنوان مثال بهره مندی از تسهیلات صندوق توسعه ملی و هم چنین جایزه سرمایه گذاری كه پارسال به سرمایه گذاران خارجی اعطاء شد، از دیگر مفاد قوانین سرمایه گذاری خارجی در ایران است.

كوده ای گفت: به استناد این قانون، نهاد ملی رسیدگی، تشویق و حمایت از سرمایه گذاری، سازمان سرمایه گذاری و كمك های اقتصادی و فنی ایران است كه این سازمان سابقه 50 ساله در كشور دارد و در كنار آن مركز خدمات سرمایه گذاری ملی كشور و در بعد استانی نیز، مراكز سرمایه گذاری به ریاست استاندار و ستادهای سرمایه گذاری ملی و استانی، نهادهای متولی سرمایه گذاری در ایران هستند كه همه این نهادها یكپارچه و هدفمند آماده ارائه خدمات و تشویق سرمایه گذاران خارجی هستند.

وی افزود: در كشور ما در سال های اخیر، قوانین تسریع و تسهیل كننده زیادی مانند ماده هفت اصل 44 قانون اساسی داشته كه می توان گفت انقلابی در كاهش فرآیند صدور مجوزها ایجاد كرده است.

كوده ای خاطرنشان ساخت: استان گلستان نیز، پتانسیل ها و توانمندی های بالایی دارد و در كنار آن حضور مسئولان عالی رتبه از سطح ملی و استانی نشانگر این است كه به سرمایه گذاران خارجی و حضور آنان اهمیت داده می شود و امید است كه این نشست و نشست های آینده زمینه ای باشد كه در شرایطی كه در برگیرنده منافع آن ها باشد، شاهد حضور سرمایه گذاران خارجی باشیم.

سیزدهمین اجلاس شورای بین المللی همكاری تجاری اتاق های بازرگانی و صنعت كشورهای حاشیه دریای خزر از دوم خرداد در گرگان آغاز به كار كرده است.
