بخش اصلی بلدیه، دارای انجمنی با اختیارات گسترده در امور شهری بود كه اعضای آن را مردم انتخاب می كردند.

ریاست اداره بلدیه بر عهده رییس این انجمن بود كه از میان اعضای انجمن بلدیه با اكثریت آراء انتخاب می شد كه به وی كلانتر و به اصطلاح امروزی معاون اول شهردار می گفتند.

در ابتدا انجمن های بلدیه به خوبی وظایف خود را انجام می دادند اما بعدها اداره بلدیه و انجمن های آن به صورت قانونی با مشكلات متعددی مواجه شدند، بنابراین مجلس برای اصلاح این قوانین اقدام كرد اما اقدامات اصلاحی بلدیه با توجه به شرایط نامناسب سیاسی بعد از پیروزی مشروطیت، چالش ‌ها و تقابل‌های دولت و مشروطه خواهان بر سر مسائل مختلف، تحت تأثیر این عوامل قرار گرفت.

در كنار این عوامل،ضعف عملكرد اعضای انجمن‌های بلدیه، كمبود بودجه و درآمدهای مالی نیز در كاهش كارآیی آن مؤثر بود.

در سال 1312، وزارت كشور برای انجام اصلاحات شهری و كلیه امور فنی و شهرسازی شهرها با نظارت مهندسین مجرب، لایحه ای را به مجلس شورای ملی تقدیم كرد تا موجبات تشكیل اداره كل فنی را در وزارتخانه فراهم كند.

بنابراین اداره مزبور به اداره كل امور شهرداری ها تبدیل شد و با اعطای اختیاراتی به انجمن شهر، از نظر سیاسی و اجتماعی تحولاتی در وضع شهرها بوجود آمد.

پس از مدتی با گسترش شهرها و افزایش جمعیت، به تبع آن، تنوع نیازها و احتیاجات شهروندان، وظایف و فعالیت شهرداری ها تنوع و گسترش یافت.
